Why this project? Children and youth delinquency prevention, social skills formatting are underlying and one of the topical legal regulation’s areas. For minors who have done criminal activities trials more often impose educative influence measure (LR Criminal code 82 part 1 paragraph 5, 87 part 2 paragraph 5) behaviour restriction – to participate in governmental or non-governmental institutions and organizations held social education or rehabilitation measures. So even the best legal base isn’t going to change the situation if firstly there isn’t going to be fairly qualified specialists which could suitably (re) socialize minors, make them able “to cut a swath” of underlying values, to take a responsibility for their behaviour and life. Secondly – there won’t be provided financial potential (resource) for programmes implement. With this project is seeking a rational way to solve educative influence measures to use in care of Siauliai county probation service going minors’ possibilities of NGO.
 
The main aim of the project – develop specialists general and professional abilities for successful work with minors inclined into delinquency, optimize various levels of institutions internecine complex communication.
 
Target group of the project – specialists (48 persons) who are working with minors inclined into delinquency, minors (10 persons) who are in supervision of Siauliai county probation service and their family members.
 
The main activities of the Project are:
1. International co-operation: Good Norway‘s experience and practice.
2. Specialists, minors and their families personal, social and professional competences education.
3. Social dialogue“Social alarm“.
 
Seeking influence: to strengthen NGO’s abilities and created sympathetic environment for NGO’s sector.

In December 3th in Raseiniai second project social dialogue – “Social alarm“ was held. The purpose of this dialogue - to develop and optimize complex cooperation between different level institutions (NGO, Policy, education centers etc.) and social partners in finding financial recourses for continuity of activities with juveniles after project will be finished. During “Social alarm“ participants were analyzing inadequate behavior experience of minors, possible solutions of the problem. Participants shared there good practice. The most important – participants, project group shared and discussed possibilities of cooperation.
 

 

In November 13th in Telsiai first project social dialogue – “Social alarm“ was held. In November 10, 11, 12 education for juveniles under the “Social and emotional skills development strengthening the positive self-expression” was held. Trainings were held in Social integration center. The purpose of these trainings was – to foster changes in juveniles thinking, sense and behavior and as well as to help to adapt successfully in the environment and to plan efficiency individual career. Group was gatherd within 12 juveniles from Siauliai, Raseiniai, Telsiai, Radviliskis and Gruzdziai.

2015-10-20 – 201-10-21 trainings for specialists „Social and emotional skills education, strengthening of positive self-expression: methods and techniques of working with minors” took place. During these trainings the project partners from Norway also participated. Purpose of these tainings for specialists - to educate specialists capacity purposefully implementing minors in the supervision of Siauliai county probation ser-vice, individual/group social skills educa-tion,consolidating personal adequate adapta-tion. During the trainings specialists(NGO, who works with minors, risks families, pro-bation officers, etc.) will be introduced with positive minors’ behavior consolidation pro-blems. Exhaustively presented reasons – effects of non-adapting behavior cognitive-model, career planning methods and techniques. Representatives from „Stavne“ (Norway) presented methodology of conflict management in Norway.

2015-10-02 – 2015-10-09 the representatives from Social integration centre and Siauliai County Probation Office had 5 days internship to Norway. Purpose – get to know with Norway‘s work system of people who are linked to commit a crime, to take over a good consulting, education methods and others, including anti-corruption, measures experience. During this internship representatives had an opportunity get to know more about probation and police system in Norway. Five days internship showed the good practice examples working with problematic youth. Representatives also were presented with measures held for problematic youth in order to make their integration in labour market and system of education easier.
 
During this internship representavites from Social integration centre and Siauliai County Probation Office had an opportunity to visit these organizations: Probation Office, Police department, Stavne centre for work and competence, Trondhaim municipality, School for problematic youth.
 

2015-09-09 event of presenting the project took place. This event was for society, for project partners, for social partners, for interested groups. During the event project idea, gouls, purpose were presented.
